The decree, signed by President Shukri al-Quwatli eight months after independence from the French, established the company with a capital of 3 million SP, divided into 30,000 shares. Each share was worth 100 SP.

Already, 40% of the shares had been sold to the following businessmen and public figures: Ahmad Khalil al-Moudarres, Ahmad al-Samman, Adib Khair, Anwar Kotob, Bader al-Din Diab, George Sihnawi, Joseph Sihnawi, Jean Sihnawi, Rabbat Dasouki, Rizallah Homsi, Rafik Said, Rudolph Saadeh, Riad Abdul Razzaq, Zuheir Aitah, Sami Saeb al-Daher, Sami Qabbani, Said Kahaleh, Salah al-Shorbaji, Subhi al-Shorbaji, Adel al-Khuja, Aref al-Lahham, Abdul Hamid Diab, Abdullah al-Ujl, Abdul Wahab Muyaser, Uthman al-Sharabati, Adnan al-Atasi, Mohammad al-Farra, Mohammad al-Midani, Najib al-Jader, Naim Antaki, Wehbi al-Hariri, and Yusuf Dabbous
