A senior advisor to Sultan Abdulhamid II, Mohammad Fawzi Pasha was one of the most influential Arabs in the Ottoman Empire. He served as director of the Hijaz Railway, linking Damascus to Medina, and head of the Damascus Municipality. In 1911, he became Minister of Religious Endowments in the Ottoman Empire.
