Mohammad Fawzi Pasha al-Azm (1858-1919) served as head of the Damascus Municipality under Sultan Abdulhamid II, and as a special adviser to the Ottoman Sultan. He then became Deputy President to the Ottoman Parliament, and Minister of Religious Endowments in the Ottoman Empire. When the Ottoman Empire collapsed he was elected as the first president of the Syrian Council (parliament) under King Faisal I.
